Never had the opportunity to use these apps but this is what i understood after reading the review:
Website-Watcher is a time saver and its purpose is to monitor your favourite websites for updates and changes. It is light on your system resources, very much customizable, absolutely easy to use and does its job very nicely by saving you as much time as possible.
Local Website Archive offers a fast and easy way to store information from the web on your hard disk. It can be used as WebSite-Watcher add-on or as a stand alone program without WebSite-Watcher.
