Hi
this cumulative update is causing many problems to most users it is downloaded on my system waiting for restart to be installed is there a way to stop this? does anyone has experience with this cumulative update?

I read this sometime ago.
Run Windows Update troubleshooter Windows has a built-in Update Troubleshooter that especially designed to identify if any problems exist which prevent your computer from downloading and installing Windows Updates. If found any the troubleshooter tries to automatically resolve them for you. To run the Windows Update Troubleshooter, Press Windows + I keyboard shortcut to open the Settings app, Click on Update & Security, then select Troubleshoot, On the middle panel look for Windows update and click on it (As shown image below). Now click Run the Troubleshooter to check and fix if any problem prevents windows update to download and install.

In your case, as it's stuck, better to avoid installing it. Just defer the updates depending on what OS version you have.

Delete all the folders and files inside the "Download" folder in the following path. Restart the system.
