how to turn off auto refresh firefox?

Change the value to true from false to disable web page auto-refresh.

Firefox users may set the preference browser.meta_refresh_when_inactive.disabled to true as well which prevents automatic refreshes when the tab is not active.

from tarek post someone in comment mention "The Popup Blocker (strict)" addon do that
there was addon called refresh blocker-which is removed

just remember when it detect refresh show a bar at top of page and you should click on "close / cancel"
