delay can be because of many factor.. most prominent one is
Tarek needs to wait till all 10 licences are not being claimed by winners..if some winner doesn't reply on time, he needs to wait for new winner confirmation and details.. Sometimes, even after sending all details, developers takes sometime to send licences..
