I believe Stellar Phoenix Windows Data Recovery is among the better recovery utilities on the market. My favorite features are its ability to create image of entire partition for data recovery so you can work on it without risking further destroying the original one. I also like it's capable to recover not only predefined and known files types but also unknown user-defined file types by defining the file header.
