tl:dr version:

The DLC and the base game are offered under a bundle called the Stater Edition. The content and mechanics from the 3 DLCs are being merged into the base game on March 21. By giving the DLCs away, Paradox can now rework the game based on the mechanics in the DLCs.

So, if the DLCs will be included in the game update on March 21st, why should you claim them now? All older save files started without the DLCs will become corrupted once the next update is released. Or, you can claim the DLCs now, start a new game and when HoI 4 is updated next week your save games will not be affected by the changes.

Also, this is a good time to buy the game for cheap, while it is 70% off at $11.99 or 11,99€.
