If you have a US PlayStation Network account, you can activate it, regardless of which Country you are in.
I got it from India, because Sony thinks it is "very wise" to sell PS+ here for Rs. 4,439 (that's about $68.355). Games for US are cheaper too, and so are the PS+ exclusive discounts.
